California now treats software that helps screen or rank applicants as an automated-decision system, and the rules arrive in stages. This one-page checklist puts them in order: what has applied since October 1, 2025, what applies since January 1, 2026, what is due by January 1, 2027, and what changes on July 1, 2027.
What Is on the Checklist
- The Civil Rights Council rules: inventory, four-year records, anti-bias testing evidence, and adverse impact.
- CCPA risk assessments: when to do them, how long to keep them, and the April 1, 2028 submission.
- The January 1, 2027 automated decision-making requirements: Pre-use Notice, the hiring exception, and access requests.
- Request handling clocks and the 24-month request log.
- Senate Bill 947 for discipline and termination decisions, starting July 1, 2027.
